December (Q4) 2024 Lease Sale
Scoping (posted 3/10/2024)
- Scoping comments on the proposed parcels are due Friday, May 10, 2024. Comments must be submitted through the links provided to the electronic comment form under the Participate Now or Documents section of the 2024 Fourth Quarter Competitive Oil & Gas Lease Sale ePlanning page. Additional information about the sale is available in the Press Release and on the BLM Wyoming Oil and Gas Lease Sales web site.
- According to the website and documents, BLM is proposing to offer 14 parcels / 6,762.47 acres in Eastern and Southern Wyoming. The parcels are in Campbell, Carbon, Converse, Lincoln, and Niobrara Counties in the Buffalo, Casper, Newcastle, Rawlins, and Rock Springs Field Offices.
- Conflicts identified include overlaps with:
- Habitat for greater sage-grouse (4 parcels are in priority habitat and 10 parcels are in general habitat)
- Crucial winter habitat for mule deer
- Big game migration routes (according to data associated with Ungulate Migrations in the Western United States Volume 1 and Volume 2 published by USGS, parcel WY-2024-12-1888 overlaps migration routes for mule deer and pronghorn)
- Low potential for development (five parcels, WY-2024-12-1885, 1886, 1895, 1899, and 1902, are in areas identified in Bureau of Land Management published Reasonable Foreseeable Development Scenario Documents as having low potential for oil and gas development and are not near existing development – more than 2 miles from any producing wells)

- According to the website and documents, BLM is proposing to offer 5 parcels / 239.38 acres in Northeast Wyoming. The parcels are in Campbell, Crook, Fremont, and Niobrara Counties in the Buffalo, Lander, and Newcastle Field Offices.

Draft Environmental Assessment (posted 1/9/2024)
- Comments on the Draft Environmental Assessment for the June 2024 lease sale are due Thursday, February 8 2024. Comments must be submitted through the links provided to the electronic comment form under the Participate Now or Documents section of the 2024 Second Quarter Competitive Oil & Gas Lease Sale ePlanning page. - The Bureau of Land Management is analyzing two alternatives for the sale (plus the No Action alternative)
- Alternative 2 the Proposed Action analyzes offering 20 parcels / 11,250 acres. The proposed parcels are in Campbell, Converse, Fremont, Sublette, and Sweetwater Counties in the Buffalo, Casper, Lander, Pinedale, and Rock Springs Field Offices.
- Alternative 3 the Modified Proposed Action analyzes offering 18 parcels / 10,155 acres. The proposed parcels are in Campbell, Converse, Fremont, Sublette, and Sweetwater Counties in the Buffalo, Casper, Lander, Pinedale, and Rock Springs Field Offices.
- Conflicts identified include overlaps with:
- Greater sage-grouse habitat: All parcels are within greater sage-grouse habitat. One (1) parcel/720 acres that is in Alternative 2 but not in Alternative 3 is within priority habitat. All the remaining parcels within in general habitat. One parcel that is in both Alternatives has an insignificant overlap with priority habitat.
- Important habitat for black-tailed prairie dog including potential black-footed ferret reintroduction site.
- Crucial winter range for mule deer and pronghorn.
- Community proposed wilderness area (Lysite Badlands).
- One parcel that is in Alternative 2 but not in Alternative 3 is adjacent to a National Forest Inventoried Roadless Area (Downs).
- All parcels are either in areas identified by the Bureau of Land Management as having moderate or high potential for oil and gas development or are within 2 miles of one or more producing wells.

- Geospatial Data for currently authorized Federal Oil and Gas Lease Parcels
- Federal Oil and Gas Leasing geospatial data is viewable on the Bureau of Land Management’s Mineral & Land Records System (MLRS) Research Map. Rocky Mountain Wild created a GIS snapshot of this data on 6/15/2023 and it is available as a zipped shapefile. Extracts for states in the Rocky Mountain Region are available in this Google Drive Folder.
- Currently authorized leases spatial data was provided by Bureau of Land Management as of 5/10/2023. Data was modified by Rocky Mountain Wild by removing data with the poorest quality (including all parcels in Texas), extracting parcels for specific states, changing the projection, adding data from the BLM Land & Mineral System Reports as of 6/14/2023, and removing leases no longer authorized as of 6/14/2023.
