The Assessment Biological Impact (ABI) Screen is a groundbreaking GIS tool that marries our GIS data to a relational database containing information about species status and special areas for the purpose of screening proposed development projects and land use plans. The purpose of the tool is for stakeholders to identify and address potential conflicts early in planning processes.

Oil and gas leasing data is available in Google Earth (kmz) format (plus GIS Shapefile format for the newest datasets). You can download the data on and add it to the Google Earth application to view the location of existing and proposed leases. In Google Earth, be sure to zoom in to view individual leases and click on them for more information. To get full information on a specific existing lease parcel, visit BLM’s LR2000 web page.

Regionwide
Master Leasing Plan Boundaries Boundaries for existing and proposed Master Leasing Plans (MLPs) in Colorado, New Mexico, Utah, and Wyoming. Google Earth kmz files plus GIS zipped shapefiles. Boundaries are approximate and, when the MLP has not been approved, may change.
More Information
Existing leases are color coded. Red leases are Held by Production (according to BLM records) and Purple leases are not. Federal leases generally expire ten years after they are issued but leases that are held by production do not expire.
Data on existing leases is updated approximately twice per year.

Permit Review
Rocky Mountain Wild is experimenting with reviewing permits to drill for oil and gas that are granted by the Colorado Oil and Gas Conservation Commission (COGCC). We are reviewing both pending permits and permits that have been approved but have not yet been drilled. We are screening for permits in areas that are near schools, near water sources, within roadless areas or lands with wilderness characteristics, within proposed Master Leasing Plan areas, or that conflict with important wildlife areas including those identified as restricted surface occupancy (RSO) or sensitive wildlife habitat (SWH) under Colorado Oil and Gas rules.
- The results of the screen are presented in a spreadsheet (Microsoft Excel) format. Each row of the spreadsheet shows information for one of the pending permits or approved permits plus a type of resource (water, school, wildlife) found at or near the permit location. If the resource has a name (such as for a school or a stream) that is included as well. If a pending permit or approved permit location overlaps more than one type of resource, there will be multiple rows in the spreadsheet for that permit.
- The screen summaries show the number of pending permits or approved permits that are within the area for a type of conflicting resource.

- You can find more information about approved permits by doing a Facilities Inquiry on the COGCC Colorado Oil and Gas Information System Database web page. Note that the three digits after the first hyphen (-) in the API Number are the county code and the five digits after the second hyphen (-) are the sequence code. So API Number 05-045-21628 has county code 045 and sequence number 21528.

- BLM prepared an EA proposing leasing 7 parcels / 8,832.132 acres in Juab County in the Fillmore Field Office, an EA proposing leasing 26 parcels / 36,395.64 acres in Rich, Summit, and Utah counties in the Salt Lake Field Office, and a Request for Scoping Comments on the following parcels in the Price Field Office: 76 parcels / 158,944.27 acres in Emery County, Utah 2 “sold but not issued” parcels / 6,389.24 acres in Emery County, and 16 suspended lease parcels / 38,379.95 in Wayne County.
- Significant conflicts include overlap with greater sage-grouse Priority Habitat Management Areas (PHMA) and sagebrush focal areas (SFA), overlaps with white-tailed prairie dog areas, overlaps with the Dry Lake Area of Critical Environmental Concern (ACEC), overlaps with Citizens’ proposed wilderness (Americas Red Rock Wilderness Act), parcels in the San Rafael Desert proposed Master Leasing Plan, and parcels within 10 miles of Canyonlands National Park and Glen Canyon National Recreation Area.

Rocky Mountain Wild did not analyze that parcel.

- According to the GIS data, the initial parcel list consists of 393 parcels/698,589.82 acres in the High Desert District (HDD). 60 parcels/111,506.7 acres in the Kemmerer Field Office, 24 parcels/29,378.49 acres in the Pinedale Field Office, 117 parcels/ 179,329.22 acres in the Rawlins, 185 parcels / 365,683.02 acres in the Rock Springs Field Office, and 7 parcels/ 12,692.39 acres in parcels with portions in both the Rawlins and Rock Springs Field Offices. These parcels are in Carbon, Lincoln, Sublette, Sweetwater, and Uinta Counties.
- No comment period for this sale has been announced yet. A second preliminary parcel list is expected to be released based on expressions of interest filed through June 1, 2018. - 9/17/2018 week (3rd Quarter) Lease Sale Environmental Assessment (EA) Part 2 (posted 5/24/2018) ABI Screen, a spreadsheet showing conflicts between the proposed parcels and important wildlife, wilderness and other resource values.
- BLM Wyoming is proposing to offer 254 parcels/about 286,000 acres. Earlier this year, the BLM released environmental assessments for 106 parcels in the High Plains and Wind River/Bighorn Basin, and accepted comments on them at that time. Parcels in the Part 2 EA are in Bighorn, Campbell, Converse, Crook, Fremont, Hot Springs, Johnson, Lincoln, Natrona, Niobrara, Sheridan, Sublette, Sweetwater, Washakie, and Weston counties and in Buffalo, Casper, Lander, Newcastle, Pinedale, Rawlins, Rock Springs, and Worland Field Offices.
- Comments will be accepted through Thursday, June 7, 2018.
